INVITATION TO TENDER FOR AN EVALUATION OF A PILOT PROJECT CALLED
IMPACT WHICH SUPPORTS THE EMPLOYMENT OF PEOPLE WITH DISABILITIES.

1. INTRODUCTION

Bray Area Partnership is seeking a suitably qualified consultant to
evaluate a pilot project called IMPACT which supports the employment
of people with disabilities.

Bray Area Partnership is a local development company with over **Apply

and north Wicklow areas to:

* tackle disadvantage and social exclusion;
* increase equality of access to information, basic services,
education, training and employment/self-employment and health &
wellbeing supports for marginalised individuals and groups; and
* empower local people and communities to have a say on issues that
affect them, identify their own needs and make positive change in
their lives.

We do this by:

* bringing together all sectors of the community to identify needs
and issues for disadvantaged groups and communities;
* using a joined-up approach to take?action that makes?a real
difference, such as setting up?initiatives, services and projects in
the community;
* providing direct services and supports to individuals and groups
through our different?programmes;
* bringing funding and investment into the local area and providing
funding to a range of vital local services;
* building the capacity of local people and communities to have a
real say on issues that affect them and engage with statutory and
community bodies and public representatives on the development and
delivery of local and national services;
* promoting awareness, knowledge and uptake of statutory, voluntary
and community services available to people in our community;
* ongoing policy work to bring about change that will improve the
situation for the people, groups and communities we serve.

Our work is implemented through our support programmes in the areas of
early intervention and family support, community and education,
employment services, enterprise/social enterprise development and
health and wellbeing.

2. BACKGROUND TO IMPACT INITIATIVE

Bray Area Partnership was awarded funding under the Measure to Support
the Employment of People with disabilities - a Department of Social
Protection programme resourced by the Dormant Accounts Fund. This
initiative, called IMPACT, provides tailored interventions to
participants using individualised ?wrap around? supports that
empower jobseekers who are in receipt of Disability Allowance to avail
of employment supports. IMPACT also support employers to engage with
this available talent.

The IMPACT initiative is a consortium-led collective action, combining
new and existing resources, aimed at achieving sustainable routes to
employment/self - employment and career progression for people with
disabilities in Bray and North Wicklow using a person - centred
engagement involving training, competency building, mentoring and in -
work supports in collaboration with local employers. Our initiative
offers an additionality to similar work already being undertaken in
this area and addresses service gaps which were identified by
consortium members at the funding application stage.

The focus of the IMPACT initiative is predominately those with a
disability living in the Bray and North Wicklow areas with a

people. Direct beneficiaries are targeted based on:

* Individuals as service users of disability support agencies
operating within the area.

In addition to Bray Area Partnership, the CONSORTIUM includes
well-regarded local organisations and services such as

* Bray Lakers Recreational & Social Club
* RehabCare Bray
* Kildare and Wicklow Education and Training Board
* National Learning Network
* Autism Initiatives
* St Margaret?s Irl-IASD
* Cairdeas Clubhouse

The IMPACT team consists of a full-time project Coordinator, two
part-time Employment Facilitators and one part-time Administrator.

IMPACT PROGRAMME OBJECTIVES

The project?s aim is to support people with a disability to access
employment, improve their career progression opportunities and improve
their employment outcomes through training, education, work placements
and voluntary work opportunities.

IMPACT supports EMPLOYERS to build an inclusive workforce and
establish good practices. We engage with employers to develop work
placement opportunities for PWD. We offer advice on available
government grants and schemes available to them as required. We offer
on - going support during all work placements identifying and
overcoming any challenges should they arise. The IMPACT team has a
good knowledge of many different business sectors. Our aim is always
to achieve the best solution that results in a mutually satisfactory
outcome for both employer and employee. We act as a point of contact
for both the employer and employee.

We assist CLIENTS to identify their employment and career goals and
together we develop a Personal Action Plan. We establish what skills
and training is required for their chosen career. We offer our clients
a suite of support modules covering preparing a comprehensive CV;
career guidance; career - oriented job seeking; mock interviews and
voluntary employment to test a career choice with the aim of securing
paid employment. We provide skills - based training courses. Each job
search is person-centred and clients are supported through all stages
of the interview process.

3. EVALUATION OBJECTIVES

The main task in the evaluation of the IMPACT initiative is to develop
key recommendations to guide our future work in this area. It is
envisaged that the external evaluators will:

* Identify elements of best practice and quality indicators in the
project delivery.
* Measure the overall outputs achieved against the project work
plan.
* Identify what have been the key outcomes, outputs and
achievements; what was successful and why.
* Explore what challenges the initiative faced and the effect of
these on the outcomes.
* Determine what could have been done differently and how.
* Make recommendations on how the project could be improved upon and
developed.

4. REPORTING REQUIREMENTS AND TIMELINES

REPORTING REQUIREMENTS

The contractor engaged to undertake the study will have regular
interaction with the IMPACT team regarding progress of the work and
the ongoing compilation process. We expect the methodology to include
a combination of desk research as well as online/face-to-face
interviews with project clients, key internal stakeholders and
external stakeholders. Issues concerning contractual matters will be
the responsibility of Bray Area Partnership. A formal study report
will be required in a format ready for publication and should include:

* A contents page
* Summary
* Outline of the methodology deployed
* Findings
* Detailed analysis and conclusions on the effect of the IMPACT
initiative on people with disabilities in the Bray and north Wicklow
areas
* Specific recommendations concerning the future development and
sustainability of the IMPACT initiative.

EVALUATION TIMELINES

It is expected that the evaluation study will commence in October

5. TENDERING PROCESS REQUIREMENTS & PROCEDURES

SUBMISSION OF TENDER BIDS

Tender bids must clearly specify information as follows:

* Details of the proposed approach and methodology to be adopted in
carrying out work that is designed to meet the study?s aim,
objectives and research tasks.
* A timeline for completing the various elements of the study work
plan and schedule.
* The number of days proposed to work on and complete the study.
* The number of people who will work on undertaking and completing
the study.
* A breakdown of costs per day and total of the fees being charged
for completing work on the study.
* An outline of the bidder?s relevant experience, skills and
knowledge of the sector and study context. This information should
include reference to and details of other similar work undertaken
previously.

ASSESSMENT OF TENDER BIDS

The contract for the study is being awarded by a competitive tendering
process. In this regard tender bids will be assessed on related
criteria as follows:

* Demonstrated knowledge, experience, skills and competencies to
undertake and complete work related to the study as required and
within the time frame.
* Appropriateness and effectiveness of the approach and methodology
proposed for undertaking and completing the study.
* Track record with respect to undertaking and completing similar
contracted work.
* Evidence of capacity to complete all elements of the study within
the time frame.

BUDGET AVAILABLE FOR THE STUDY

A maximum budget of ?5,**Apply on the website** is available to
cover all associated costs involved in undertaking, completing and the
presentation format of the study. The tender bid should clearly and
individually cost each element of the work involved in undertaking and
completing the study.

6. CONDITIONS

The competitive tendering process for the awarding of the contract for
the study will be in line with the information as set out. All tender
bids received will be assessed against the criteria listed. The tender
bid deemed most economically advantageous and capable of meeting the
study aims and objectives will be selected for the awarding of
contract. The lowest tender bid price will not necessarily be awarded
the contact. A contract will not be awarded under this competitive
process should no tender bid received be deemed suitable. The
successful tender bid submitter must have tax compliant status.
